Responsibilities:
- Coordinates large/complex contract administration assignments and performs dispute resolution and cost and price analysis for award, change orders and claims in accordance with Federal Acquisition Regulations and other applicable regulations
- Ensure compliance with contractual terms and conditions, flow down requirements, and that contracts are in accordance with legal requirements, customer specifications, and government regulations
- Manages contract negotiations, contract administration, front-end strategic assessment of business pursuits, and customer interactions to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
- Creates, writes, negotiates, and reviews professional services contracts
- Supervises a Subcontracts Administrator and a Budget/Pricing Analyst
- Assist in the development of appropriate and creative winning strategies for proposals in response to RFP and task order solicitations.
- Review and approve Teaming and Non-Disclosure Agreements
- Reads and interprets solicitations, contracts and modifications and directs contracts staff involved in proposal preparation.
- Assist in the preparation of cost/pricing proposals and the analysis of team proposal submissions. Prepare business proposals in response to RFPs.
- Responsible for interfacing with customer Government Contract Administrators (e.g., GSA, HHS, etc.) and preparing/submitting government reports.
Requirements:
- Education: Bachelor’s degree in business or related field may substitute for a portion of the years of experience
- Experience: Minimum of twelve (12) years’ experience in administration of Federal government contracts; strong preference for prior experience with major support services contracts with HHS. Minimum of five years’ experience in supervising other contracts professionals
- Knowledge: Knowledge and experience negotiating terms and conditions, scope, cost and price of government contracts and subcontracts using strong analytical and negotiation skills. Deep subject matter expertise in federal government contracting, including proposal and contract compliance. Business acumen to support company growth by ensure contracting function is well-coordinated with other company functional areas
- Skills: A level of interpersonal skills to be accepted as a trusted advisor by business leaders at all levels. Excellent communication and organizational skills.
- Software Skills: Strong experience using Microsoft office, especially Excel. Experience using ERPs and/or Deltek Costpoint a plus.
