NIH Sources Sought: Design/build a Data Access Portal

Solicitation Number:  S22-070

“Sources Sought Notice in support of the National Cancer Institute Cancer Moonshot initiative is to enhance data sharing. One of the key recommendations from the Cancer Moonshot’s Blue Ribbon Panel (BRP) is to build a National Cancer Data Ecosystem.”

“Brief Description of Work:  The Subcontractor shall provide all resources required to design, build and deploy a Data Access Portal that uses Cancer Data Aggregator (CDA) and other relevant data resources to search CRDC and provides users with both a visual and computable output that could be used to analyze data.  This search capability shall be integrated into the NCI Cancer Research Data Commons site (https://datacommons.cancer.gov/) to provide an interactive search functionality to that site.  Currently there are challenges within the CRDC regarding cross-cutting data access as the clinical phenotype and other cross-cutting data may be submitted to and maintained in multiple repositories across the CRDC. This metadata can become out of sync and there is no central CRDC location to view this cross-CRDC repository data until CDA launches its central metadata repository. This work shall create a central CRDC Data Portal to provide this cross-cutting data and a web interface to enable searches across CRDC data nodes, based on the APIs being created by the CDA.

The basic function of the Data Access portal will require cooperation with both the CDA team and the Data Standards Services (DSS) team to build an interactive search browser.  The CDA collaboration will revolve around the CDA search API that allows users to query and build cohorts based on various search criteria (disease, study, gene IDs, variants, etc.) and provide query results that include, but not limited to:

  • Summary information of what data are available
  • A list of identifiers
  • Indication of whether authorization is required to access the data…”

“Leidos Biomedical Research, Inc. (Leidos Biomed), a subsidiary of Leidos Corporation, a Delaware corporation with offices in Frederick, MD is the Operations and Technical Support (OTS) contractor for the National Cancer Institute at Frederick.  The effort to be performed will be part of Leidos Biomed’s Prime Contract 75N91019D00024 that has been issued by the National Cancer Institute, National Institutes of Health, Frederick, MD.”
