“C.1.2 Purpose
In support of MED Bureau, this contract will help identify, aggregate and provide in-depth analysis related to natural and man-made disasters, public health issues, and terrorist actions that may impact the ability to provide timely and adequate medical care for those under Chief of Mission authority.
C.1.3 Scope
Under this contract vehicle, the Contractor shall provide a commercial off-the-shelf (COTS) realtime technology solution that identifies, aggregates, and reports on worldwide threats, with an emphasis on providing support to medical crisis and contingency operations. The selected contractor shall provide indepth analysis by dedicated analyst(s) that can provide support 24/7. The IT solution shall be fully cloudbased and not require any software to be downloaded onto any government systems.
C.1.3.1. Threat reporting requirements:
- The contractor shall provide access to IT solution that provides identification of threats related to, but not limited, to: natural disasters and man-made disasters, terrorist threats and attacks, chemical/biological/radiological/nuclear alerts or attacks, aviation or transportation restrictions, infectious disease outbreaks or significant spread, loss or limitation of host nation medical infrastructure, significant decrease or change in host nation medical capabilities (personnel), significant degradation to logistic lines of resupply
- The system shall provide real-time alerts to threats with possibility of follow-up of selected events
- The system shall search all credible sources of open-source information, to include but not limited to: national and local news reporting, social media reporting, official government publications and announcements, blogs…”
“C.1.3.1.3 Technology Requirements
- The contractor shall provide a web-based/cloud-based system that does not require any software to be installed on any system to operate
- The contractor shall provide a COTS system that may be tailored to the specifications of OpMed
- The system shall allow at least 50 users with admin privileges
- The system shall allow an unlimited amount of non-admin users
- The system shall be compatible and functional on Apple, Dell, Microsoft, IBM computers (desktops, laptops, tablets)
- The system shall be compatible with Google Chrome, Internet Explorer or Microsoft Edge internet browsers
- The system shall not require pop-ups or Adobe Flash Player to be installed to function on desktop applications
C.1.3.1.4 App Requirements
- The IT solution shall be compatible with a complimentary cell phone application (app) for either Apple or Android products.
- There shall be no limit to the number of users that can access the app
- The app shall be functional worldwide
- The app shall be able to provide limited information to users in situations where there is no reception based on saved or pre-loaded information, based on location, region, or area
- The app shall interface with the website to provide personnel at a headquarters locations the ability to push additional information to a user that is in a different region
- The app shall alert users to significant alerts in real time as pre-determined by the user…”
