NCQA seeking Chief Technology Officer

“The Chief Technology Officer (CTO) is a key member of the leadership team and primary driver of the digital transformation of the organization. The role is responsible for providing enterprise-wide strategic direction, vision, leadership, and oversight for technology, information security, infrastructure, data management, and operations. The role is heavily focused on core functionality of

systems and data interoperability and alignment, while taking advantage of technological advances occurring within the healthcare space.”

Responsibilities:

  • Lead NCQA’s effort to develop and execute its technology strategy to support the organization’s business objectives.
  • Design and maintain IT infrastructure, platforms, and solutions. Provide strategic direction for the development of technical solutions necessary to support products and enterprise operations.
  • Design and lead NCQA’s enterprise data strategy, including defining, capturing, and using clinical, customer, operational, and financial data. Identify and select potential data partners.
  • Provide leadership for the execution of on-going IT Operations activities—infrastructure management, security, disaster recovery, configuration management, end-user support, etc.
  • Provide leadership for the execution of Information Systems activities.
  • Ensure compliance with all elements of information and system security requirements.
  • Ensure the full compliance with HIPAA security and privacy requirements, in
  • coordination with the General Counsel/Chief Privacy Officer.
  • Oversee the NCQA ISMS program to achieve ISO 27001/2 certification.
  • Establish criteria and framework for build/buy and open-source decisions.
  • Establish strategic partnerships/alliances with key suppliers and consultants who may provide the expertise and/or infrastructure to support the achievement of key business initiatives.
  • Negotiate contracts and collaborations.
  • Lead, develop, and motivate 30+ staff.

Requirements:

  • 10+ years of progressively responsible leadership/management experience in technology
  • Experience building and managing software products and platforms.
  • 5+ years of experience in managing development of commercial software.
  • 5+ years of experience in Agile development.
  • 5+ years in a Senior/Executive level position.
  • Experience and expertise in enterprise- and industry-scale architecture, platforms, and interoperability.
  • Broad experience with information systems and technologies, including evaluating trade-offs among functionality, cost, and risk.
  • Experience creating and implementing significant data strategies that align with business goals. Demonstrated technical knowledge of current computer hardware and software particularly relevant to large-scale data gathering and storage activities.
  • Proven proficiency in directing and supervising people, projects, resources, budgets, vendors, and other business partners.
  • Experience in healthcare informatics.
  • Experience with cloud-based delivery models and familiar with cloud infrastructure such as Azure/ AWS / Google Cloud.
