CMS to award follow-on contract for GovDelivery Digital Communication Suite

“CMS requires use of the Software-as-a-Service (SaaS) called “the GovDelivery Digital Communication Suite (GovDelivery)” for the periods specified above.  The features of the GovDelivery service used by CMS includes, but is not limited to, the following elements:

  • GovDelivery Digital Communications Management (Communications Cloud) – an email subscription service which sends mass outbound communications reaching many people at once with a single message on an important policy change, program offer, or other issue.
  • GovDelivery Digital Communications Management Advanced Module – provides advanced features that can be used with the Communications Cloud to maximize message performance, audience segmentation, increase personalization and streamline communications workflow.
  • GovDelivery Targeted Messaging Service (TMS) – a targeted action based email service that sends a series of targeted email and/or SMS messages to website visitors based on their actions and/or behavior and is only relevant to them.
  • Integrated technical support and professional services which provides CMS staff access to dedicated resources that are accessible as needed.”

“Furthermore, this need includes support services for the staff of the CMS enterprise along with ongoing product improvements tailored for the outreach and communication strategies of each website leveraging the service. These websites include, but are not limited to www.cms.gov, www.medicare.gov, www.medicaid.gov and www.healthcare.gov…”

“In the interest of economy and efficiency it is necessary to acquire more of the same solution, i.e., GovDelivery SaaS from FedResults, in order to satisfy the agency’s need. It is not prudent or reasonable to transition to a different solution at this time, and FedResults is the only source for GovDelivery SaaS.”

“The fifteen (15) months of performance proposed to be added via the follow-on sole source contract contemplated in this document will consist of one (1) ten (10) month period and one (1) five (5) month transition period. The total period of performance will be from from 4/1/2022 through 6/30/2023.”
