VBA will follow a Human Centered Design (HCD) framework in which usability goals, user characteristics, tasks and workflow of a product, services or processes are given extensive attention at each stage of the design process. Once the initial functionality is developed, VBA requires an iterative process that delivers new functionality through short sprints. Finally, future feature selection should be based on data collected from the current user base(s), or additional user bases to be identified in the future.
The Office of Business Integration (OBI) will assist VBA Lines of Business and Staff Offices by building and delivering solutions on the current PaaS offerings and/or assist in utilizing existing SaaS solutions (to initially include a substantial footprint of applications built on the Salesforce platform).
The Contractor shall provide human centered design, configuration, development, and integration support including project management, requirements elaboration, design, content creation, testing support, and training support for the configuration and enhancement of SaaS and PaaS solutions in support of VBA. The Contractor shall provide support throughout each product’s lifecycle including compliance testing, deployment, operations, and maintenance. At VA’s request, the Contractor shall make recommendations as to which SaaS or PaaS solution offering on the VA Digital Marketplace (https://www.oit.va.gov/marketplace/) would best satisfy specific business needs. It is noted that these are only recommendations and all final decisions on which solution will be utilized will be made by the Government. The Contractor shall not purchase any SaaS or PaaS solution subscriptions or licensing under this Order.
