CMS awards follow-on contract for Provider Statistical & Reimbursement (PS&R)/System for Tracking Audit & Reimbursement (STAR)

“Office of Financial Management (OFM) Financial Management Systems Group (FMSG) has a contract with CGI Federal to operate, maintain, and enhance the PS&R/STAR system. PS&R/STAR is critical in allowing CMS to pay Medicare claims, one of the agency’s central objectives. As part of the enhancement effort, CGI is migrating the PS&R/STAR system to a cloud environment. This is a complex effort with many interdependencies. Because of the criticality of the system to the agency’s objective, precautions must be taken to ensure PS&R/STAR is fully operational throughout the migration. The migration is scheduled to be complete by June 30, 2022; however, the current contract ends 3 months prior, on March 31, 2022.”

“As a result, CMS has a need to extend the PS&R/STAR task order three (3) months, from April 1, 2022 to June 30, 2022 to allow for the cloud migration effort to be complete and four (4) months, July 1, 2022 to October 31, 2022, for a transition out period should a new contractor win the recompete which is currently in the planning phase as PS&R/STAR operation, maintenance, and enhancements are a continuing need. The cloud migration effort and transition out will be separate CLINs with transition out being optional.”

“This need exists because, as explained above, the migration effort will only be partially complete by the current end date of March 2022 and cannot be handed off to a new contractor midway through without significant risks, delays, and costs…”
