VA RFI: Solution Delivery (SD): Personal Storage Table (PST) Ingestion

“The VA’s Enterprise Messaging, Collaboration, Authentication, and Office 365 (EMCAO) team recently migrated all user’s Exchange email mailboxes from onsite physical Exchange servers to Microsoft’s Office 365 in the cloud and as a result VA is looking to ingest all user’s Personal Storage Table (PST) files into their mailbox in Office 365.”

“In the past, VA policies allowed users to create and move emails from their Exchange mailbox to PST files.  As of November 2020, the VA implemented an enterprise-wide policy to prevent users from adding additional content to PST files.  During analysis, VA identified a total of approximately 1.5 million PST files for an approximate volume of 500 Terabyte (TB).  Of those totals, 92 percent of the files and ~400 TB are stored on enterprise network file shares. The remaining 8 percent of the files and ~100 TB are on local workstations and laptops scattered throughout VA.  The goal of this project is to ingest all PST contents directly into the owning user’s Office 365 archive mailbox.  Ingestion of the email data into Office 365 is intended for both end user access and for larger eDiscovery and investigatory processes…”

“Scope of Work: The Contractor shall provide all services required to migrate the contents of user’s PST files currently stored on user’s local PCs or network share drives directly into the user’s mailbox in Office 365.  Along with the migration services, the contractor shall provide any custom development that may be required to extract the data from these PST files.  The contractor shall also provide any hardware if required to perform this migration work.  The contractor will work with the VA’s Messaging, Storage, and Local Operations teams to facilitate the migration from PSTs to O365…”
