VA RFI: Travel Management Services

“The VA FSC requires a Government Temporary Duty (TDY)Travel management software as a service (SaaS) solution that automates expense management related to travel of federal employees. The SaaS software shall handle all travel created by any TDY Travel Services Division action.”

“The SaaS solution will provide FSC TDY Travel Services Division with a modern-day technology to process travel requests faster and eliminate manual work for current staff. The intent is to replace the current TDY Travel system with Federal Risk and Authorization Management Program (FEDRAMP) Accredited and 508 compliant SaaS solution capable of receiving automated updates for civilian Federal Government travel and serve as the foundation for achieving federal goals for government-wide-travel management. The SaaS solution shall be a comprehensive, end-to-end web-based product that enables all VA Administrations and staff offices to plan, book, track, approve, and request reimbursement for official travel services.”

“The SaaS solution shall provide operational effectiveness, cost savings and increased service to the Federal traveler through a common automated and integrated approach to managing Federal Government travel functions. In addition, the solution shall provide significant amounts of travel data to enhance VA’s effective management of Federal Government travel spending and to improve VA’s travel program. Comply with Chief Information Office (CIO) Cloud initiative for security monitoring, utilize built in enhanced reporting features, business user capability to modify the system based on travel request, mode of transportation, entitlements, and user access changes…”

“Scope of Work: The Contractor shall provide an enterprise Software as a Service (SaaS) solution consisting of a  COTS product that fully supports VA Government Temporary Duty Travel Management system of official federal business core travel functions to include travel planning, travel authorization, online and agent assisted reservations, local and TDY vouchers, tier 1 helpdesk, ticketing, mobile application, fulfillment, expense reimbursement, Single Sign-On, fiscal year roll over support, custom reporting, E-Receipts, optical character recognition, artificial intelligence auditing, and travel management reporting.”

The Contractor shall provide:

  • A SaaS solution authorized at the FedRAMP MODERATE level and
  • meet FISMA Moderate requirements as specified in Section 5.2 at time of proposal submission and fully configurable, deployed and ready for VA use within 60 days of award. Implementation of the system, including software installation, data migration, testing, and deployment support.
  • Training support shall be available through the duration of the contract period of performance (PoP).
  • Technical support.
  • Product service and support including technical support and Service Level Agreements (SLAs).
  • Installation of software upgrades, patches, and releases.

“In addition, provide VA with the capability to perform all aspects of official travel management online with processes and procedures consistent with applicable FTRs and policies and incorporate commercial innovation IT advances within the travel industry…”
