“Background:
The Talent Management System (TMS 2.0) is VA’s enterprise-wide education, leadership development, learning and employee development system of record. The key emphasis of TMS 2.0 is to comprehensively manage and improve efficiencies in the delivery, management and reporting of needed educational and developmental activities. Implementation of the TMS 2.0 and associated policy targeted the consolidation of all VA staff learning and development records and activities into a single talent management system. TMS 2.0 enables VA to comply with the President’s Management Agenda to utilize comprehensive systems to reduce expenses, add security, and promote improvement in training availability and tracking. It also supports VA’s Continuous Readiness in Information Security Program reporting requirements and records and reports on completion of all training per VA Directive 0004.”

“Scope of Work:
The Contractor shall provide continuous TMS 2.0 access for licensed users and administrators; application hosting; technical and support services; content hosting and related support for online courses (iContent); project management; and shall ensure continuous support and maintenance for all VA customizations/extensions, integrations, reports, and configurations that support VA’s requirements.”
