The National Guard Bureau (NGB) Directorate of Acquisitions, Operational Contracting Division (AQ-C) hereby issues Amendment 0001 to Request for Proposal (RFP) / solicitation W9133L22R1002 in support of the Army National Guard (ARNG) Chief Surgeon’s Office (CSG) for Centralized Credentialing and Privileging Services.
Amendment 0001 incorporates Queations & Answers (Attachment 0004), extends the proposal due date to 06 June 2022, and updates the following:
- Peformance Work Statment (Attachment 0001)
- Pricing Matrix (Attachment 0002)
- Staffing Table Template (Attchment 0007) – added
- PMT Final Presentation (Attachment 0008) – added
- The following sections of the Addenum to FAR 52.212-1 have been revised: (1) Use of Non-Government Advisors, (2) Proposal Content, and (3) Content
- The Evaluation Criteria as set forth in the Addendum to FAR 52.212-2 has been revised.
Amendment and conform copy, as well as updated and new attachments, have been uploaded.

The contractor will provide operational program support for credentialing and privileging of privileged and non-privileged HCPs, to include but not limited to; new accessions into the ARNG, maintenance of current credentialed and privileged HCPs, mobilizations and training requirements for HCPs, ongoing program training for users, coordinators, and privileging authorities, technical system support within the Department of Defense (DoD) approved system of record Joint Centralized Credentials Quality Assurance System (JCCQAS), and preparation/coordination of credentialing boards. Additionally, a requirement for primary source verification and adverse case management as required by Defense Health Agency Procedures Manual (DHA PM) 6025.13 (all volumes) and Army Regulation (AR) 40-68 and any other regulatory guidance as appropriate.
The credentialing and privileging process within the Army is governed by AR 40-68, Department of Defense Instruction (DoDI) 6025.13, DHA PM 6025.13 (all volumes 1-7), Office of the Surgeon General (OTSG) Medical Command (MEDCOM) Credentialing & Privileging Standardization policy 17-041, the Credentials Certification and Privileging Preparation (C2P2) Board Charter and other supporting operational policies and guidance.
The Military Health Systems (MHS) Human Capital Strategic Plan for 2008-2013 established the goal to define and deploy a standardized credentialing and privileging system across the military services. These strategic plans also established goals for ensuring that information is accessible to military health system leaders at all levels to promote informed decision-making. The requirement was further expanded in June 2010 to incorporate centralization of the credentialing and privileging system. The ARNG sought to secure a comprehensive centralized ARNG credentialing and privileging support program, to improve the overall mission readiness for approximately 3,000 privileged and non-privileged HCPs. The management of credentialing and privileging as a centralized program will ensure ARNG remains compliant with all regulatory and statutory governance. This effort will provide a medically-ready and proactive force through continuous monitoring of health statuses, identifying medical threats, and finding the means to provide protection and improved health for individuals.
