VA RFQ: HR resource tool for Managers/Supervisors

Veterans Affairs Network Contracting Office (NCO) 5 is seeking to procure an internet or subscription-based HR (Human Resources) resource tool brand name or equal to Manager Advantage by Cyberfeds. The tool being sought offers real-time guidance on VA agency policies and preferences and is aligned with OPM’s core competencies for managers and supervisors of the Martinsburg VA Medical Center.

The application should provide learning tools that cover the following below:

Provide tools to take proactive measures and to reach goals and fulfill agency mission in the areas of: leadership, performance management, labormanagement relations, and hiring and retention.

Provide learning tools for handling compliance issues, incidents of misconduct and workplace disputes. The application needs to provide legal and regulatory compliance guidance to resolve most federal workplace issues in minutes — and direct them to contact HR when it is time for HR to get involved. Must align with align with VA Directives:

USC, Title 5

Code of Federal Regulations, Titles 5 & 29 & 38 (and hybrid information)

Mandates, initiatives, and guidance from the Office of Personnel Management Software should provide Supervisors/Managers with tools for developing necessary leadership and managerial skills to include:

Determine which issues can be handled on their own – and which issues should be referred with HR staff, Labor management staff or EEO Office before acting.

Obtain guidance on the best way to handle issues that Managers/Supervisors handle on their own.

Builds professional supervisory knowledge.
