“The Government intends to execute a new work modification under the terms of existing firm-fixed-price (FFP) contract number 36C10B22C0005 with Plan4HealthCare, LLC under the authority of Federal Acquisition Regulation (FAR) 6.302-1, titled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Veterans Health Administration (VHA), Veteran Integrated Service Network (VISN) 8 Office of the Chief Financial Officer, has an existing contract for 4Cast software to address essential planning, forecasting, and monitoring of facility budgets, supporting VA’s overall goal of more efficient use of resources. Under this modification, VISN 8 is seeking to expand its use of 4Cast software by procuring licenses for the Bay Pines, FL VA Medical Center (VAMC), Tampa, FL VAMC, and the VISN 8 Network Office. The service is required to satisfy the agency’s need for the financial and budgetary planning software is a product named 4Cast, which has been part of the fiscal projection and monitoring system within VISN 8 over the last three (3) years. The software is designed to meet the needs of VA’s unique accounting and organizational structure, allowing budget planning and execution to take place at the service level and tie back to the VA and VISN strategic plans. It includes software licensing, training related to the use of the software, and technical support of the software. The period of performance for the additional licenses is estimated to be from date of award through October 20, 2022, with two (2) 12-month option periods.”
