HHS RFI: National Interim Management for Early Head Start and Head Start Grant Services

“This contract is to ensure the continuity of Early Head Start (EHS) and Head Start (HS) grant services in communities nationwide, with minimal disruption of critical services to children and families. Nationwide means every state in the United States and its territories. This includes the State of Hawaii and its islands, Guam, America Samoa, Commonwealth of the Norther Mariana Islands, Republic of Palau, District of Columbia, Puerto Rico, and the American Virgin Islands.”

“The contractor shall serve as the interim management Contractor in up to twenty-five ( 25) communities simultaneously to provide oversight and administration of the day-to-day EHS and HS programs where a Grant Recipient has relinquished their grant, is under suspension, or whose grant has been terminated by the ACF-OHS. The Contractor will also support successful Grant Recipient operation transitions for up to forty-five (45) new grant awards simultaneously when a new organization is being awarded an EHS and/or HS grant as a result of competitive funding opportunities. In these cases, the Contractor will work with both incumbent Grant Recipients and newly awarded Grantees to ensure orderly transition of operations.”

“OHS will provide, to the extent possible, advance notice of the need for interim management services in a community. However, the Contractor is expected to be on-site for a selected service area (community) within 48 hours of being notified of the requirement…”
