NIH NIEHS RFI: Strategic Innovation and Development Support Services

“Under this task order, the contractor will independently provide support services to satisfy the overall innovation and development-related operational objectives of the National Institute on Environmental Health Sciences. The primary objective is to provide services and deliverables through performance of these support services. These support services consist of both strategy development activities as well as organizational development and change management in accordance with the attached Statement of Work.”

“The task areas addressed for this requirement are as follows:

  • Strategy Development
    • Catalyze the identification of new strategic research opportunities and partnerships.
    • Catalyze and/or develop strategic frameworks for projects that involve multiple IC’s, federal agencies, and organizations.
    • Promote strategies for innovative thinking, productive collaborations, and creative ways to advance EHS and public health.
    • Encourage, support, and facilitate the identification and implementation of strategies for innovation and collaboration across the institute and broader biomedical community
    • Create conditions for interpersonal dialogue that promotes effective and collaborative innovative strategy development
    • Identify places to design and modify processes, policies, and procedures for scientific advancement in priority areas and to support innovation across the organization
  • Organizational Development/Supporting Change Management (development of strategies for implementation of change management)
    • Create conditions for interpersonal dialogue that promotes effective and collaborative change management
    • Facilitate communication across disciplinary differences for problem solving with teams-to-team work to develop strategy
    • Identify places to modify processes, policies, and procedures in support of organizational and/or culture change”

“The contractor shall:

  • Provide scientific and executive-level leadership and support to identify research strategies and/or strategic frameworks to catalyze research in high priority areas
  • Provide assistance leading strategic and innovation processes that catalyze new partnerships, inspire shifts in scientific paradigms both within the NIEHS and the NTP, support the development of novel biomedical technologies to advance the field of environmental health and toxicological sciences, and support the design of context, structures, and processes at NIEHS to create the conditions for effective interpersonal and team dynamics
  • Is responsible for (i) increasing and encouraging scientific collaboration at multiple levels both within the NIEHS and beyond its walls such as with other ICO’s across the NIH, other federal agencies, industry, and with the academic and other research organizations in the extramural community; (ii) challenging current approaches for training the next generation of environmental health scientists, with an important focus on African-American/Blacks and under-represented minorities and groups; (iii) integrating the concept of Precision Medicine and Precision Health into the NIEHS culture and environmental health sciences more broadly, and; (iv) supporting the development of a strategic scientific planning process that NIEHS can embrace to attain and then sustain innovation in the environmental health sciences
  • Actively partner with and support all members of the Top 5 leadership group, including the Director, Deputy Director, Executive Officer, the two Scientific Directors, and Clinical Director to develop and accelerate NIEHS’s current innovation pipeline and collaborate closely with the offices within the NIEHS OD to collect input, conduct portfolio analyses, and integrate elements of strategy and efficiency at the start of the innovation planning process.
  • Provide assistance and support to NIEHS executives and senior managers on a full range of issues relating to project management services in support of the NIEHS scientific mission.
  • Support organizational development and change management (development of strategies for implementation of change management) by creating conditions for interpersonal dialogue that promote effective and collaborative change management, facilitating communication across disciplinary differences for problem solving with teams, and identify places to modify processes, policies, and procedures in support of organizational and/or culture change…”
