CMS RFI: Medicaid and CHIP Program System (MACPro)

To assist CMS in achieving the business goals stated above for the MACPRO suite of products, CMS seeks an innovative Contractor who can provide multiple cross-functional product delivery teams as well as shared services that can support these product delivery teams, as well as all product teams in the MACPRO suite of products.

Agile Product Delivery Teams

The contractor shall provide six cross-functional product teams, each of which should include product management, engineering, and technical leadership capabilities. Each team should be well versed in agile delivery methods and understand how to deliver value iteratively. The contractor shall provide engineering and technical teams that also understand these fundamentals and are able to participate fully in agile ceremonies, story writing, and requirements elaboration. These product teams shall strive to release iteratively, preferably promoting to a VAL environment every sprint. These product teams shall work in accordance with the work principles outlined below in the section “How We’ll Work”. These teams shall work on products that are part of the MACPRO suite of products, at CMS’ technical direction.

Shared Service Teams

In addition to the agile product teams, the contractor shall continue to provide shared service teams that support the entire MACPRO program, including:

  • DevSecOps Enablement Team – This team shall provide cloud operations and platform service and support to the agile product teams delivering products in the MACPRO suite of applications, in a manner consistent with the “How We’ll Work” section described below.
  • Human-centered Design and Research Team – This team shall provide user research, design, prototyping, and usability testing support to agile product teams delivering products in the MACPRO suite of applications.
  • MACPRO Help Desk Team – This team shall continue to provide support and general help desk and training/engagement capacity to all teams in the MACPRO suite of applications, at the technical direction of CMS. The help desk shall also integrate with the human-centered design and research team, to surface specific insights on how to improve the user experience of products in the MACPRO suite of applications, based on their help desk experience and metrics. This team shall also create education and training materials that support each release as needed, provide training to MACPRO users as needed to support each release, support primary Help Desk Tier 1, Tier 2 and Tier 3 requests, and provide monthly and ad hoc reports on education, training, and help desk support.
  • Medicaid and CHIP Subject Matter Expert Team – The contractor shall continue to provide a small team of Medicaid and CHIP subject matter experts that can advise on regulatory and sub-regulatory policy.
  • Quality Engineering Team – The contractor shall staff a small team to provide automated end-to-end testing support for the product development teams described above. This testing support should close any gaps in testing not already fulfilled by automated tests that should be written by the engineering team members.
