“SECTION 1 – BACKGROUND
CDC’s mission is to promote health and quality of life by preventing and controlling disease, injury, and disability. CDC seeks to accomplish its mission by working with partners throughout the nation and the world to monitor health, detect and investigate health problems, conduct research to enhance prevention, develop and advocate sound public health policies; implement prevention strategies, promote health behaviors, and provide leadership and training. The mission of the Office of Safety, Security and Asset Management’s Public Health Intelligence Office is to provide all-source intelligence information and analysis related to public health intelligence, counterintelligence, and/or insider threats to CDC personnel. Recently, CDC personnel and facilities have become an increased target of these foreign adversaries in day-to-day operations and COVID-19 emergency response, causing a need for additional counterintelligence measures.
SECTION 2 – PURPOSE
The purpose of this procurement is to provide CDC with a counterintelligence platform service that will be instrumental in protecting CDC’s workforce from foreign adversary intelligence collection.
SECTION 3 – SCOPE OF WORK
The vender shall provide enhanced support services of CDC’s risk mitigation and compliance efforts by identifying and illuminating risks related to foreign-nation influence and targeting of intellectual property, research, corporate trade secrets, and talent recruitment.
SECTION 4 – TASKS TO BE PERFORMED
TASK 1 – Software Platform The vendor will provide access to a secure intelligence platform and information feed for CDC to identify possible risks and leverage proprietary datasets to combat foreign adversaries from targeting or influencing intellectual property, scientific research, supply chain, recruit of staff, and protecting facilities and assets. The platform shall be able to search over 20,000 open source sites for up to 25 specified key terms or phrases in order to assist with CDC personnel cross-referencing internal intelligence risks and threats. Along with specified data searched reports the CDC needs access to a platform that utilizes targeted technology data collection and risk signals identifiers. CDC requires licensing for a minimum of three (3) users.
TASK 2 – Analytical Support The vendor shall provide analytical support upon Requests for Information (RFI’s) to specific risk and/or threat areas of concern. The vendor shall provide a continuously updating intelligence feed that is accessible by CDC personnel in order to research intelligence collection threats and identified targeted risks.
