The purpose of this contract is to provide ASPE/HP with the most up-to-date data and analytic support by building, maintaining and continuously updating databases, creating analytic models, and expanding capacity for analyses for a variety of health policy topics. Such support shall provide continuous real-time capacity (e.g., possibly daily, weekly) for ASPE to provide quick-turnaround analyses and long-term projects on a variety of health policy topics. ASPE/HP’s ongoing workload may shift due to a variety of factors including, but not limited to, changing leadership priorities, internal HHS policy initiatives, HHS regulatory changes, statutorily mandated changes, statutorily required studies, and unforeseen circumstances such as public health emergencies.
This time and materials contract will build and expand ASPE/HP’s analytic capacity to respond to a variety of Executive Branch, Secretarial, ASPE and HHS-wide requests for analytic support on various health policy topics. The tasks in this contract support ASPE’s strategic research agenda. These tasks require contractor capabilities that reflect a demonstrated historical and current expertise in analyzing Medicare claims including analyzing and synthesizing 100% of Medicare Part A, Part B, Part C (Medicare Advantage Encounter Data,) and Part D –drug data, Medicaid data, Insurance Market Data and other administrative databases available through CMS and/or other public and private sector sources. The data sets, analyses, and models may require adjustments and contractor flexibility in order to be responsive to current and future leadership priorities.
The contractor’s capabilities shall demonstrate specialized current and extensive prior expertise in CMS administrative data sets including the contractor’s capacity to perform complex data base construction and analysis using near real-time data. The contractor’s capabilities shall reflect current and historical expertise in acquiring near real-time Medicare claims data via CMS and conducting analysis on 100% of such data in an expedited fashion (e.g., daily, weekly, biweekly). The contractor’s specialized capabilities shall include extensive current and historical experience acquiring 100% of near real-time Medicare claims data and historical final Medicare claims data, Medicare enrollment data, and Medicare cost report data analyzing such data, and construction of analytic databases for the contractor to respond to the Government’s requests for specified analysis and/or create databases for ASPE analyst use. The contractor’s capabilities shall reflect expertise in creating daily, weekly, biweekly tracking of data on requested health policy topics included in this contract. The contractor’s capabilities shall demonstrate acquiring 100% of such data, acquiring near real-time data as needed, analyzing, and synthesizing such data in deliverables requested by the Government. The contractor shall have capabilities that reflect current and historical subject matter expertise in the health policy topic and current and historical technical expertise in conducting complex data analysis, in near-real time, on simultaneous requested projects. ASPE may be required to work on health policy topics that emerge over the period of performance of the contract. The contractor shall possess current and historic subject matter and technical expertise a variety of health policy topics including:
- Medicare Parts A, B, and D. Technical subject matter expertise on Medicare coverage and payment policies. Technical expertise in Medicare Part A, B, and D current and historical data — acquiring, analyzing, and synthesizing 100% of data on Medicare Parts A, B, and D on quick turnaround projects and longer term projects.
- Medicare Part C/Medicare Advantage (MA) and Encounter Data
- COVID-19 and related health policy topics
- Medicaid and T-MSIS Data
- Insurance market and marketplace data
- Prescription drugs– public (e.g., Medicare Parts B and D) and private sector data sources e.g., historic and current ability to use up-to-date data to model changes in Part D benefit structure, ability to maintain historic and current Part D data to continuously examine generic drug makers)
Specialized CMS data such as the Part C/MA bid data, rebates (Part D and Medicaid),
- Social Determinants of Health (e.g., historic and current capability to work at Census on American community survey data)
- Value-Based Purchasing
- Medicare Provider and Supplier Ownership
- Delivery System Reform
- Telehealth
- Public Health
The contractor’s capabilities shall demonstrate current and past experience and analytic capacity to deliver multiple quick turnaround products on varying health policy topics on-time at the highest level of quality. The contractor’s capabilities shall demonstrate ability to simultaneously manage and produce high-quality, quick turnaround requests/projects and longer term projects on a variety of topics on-schedule.
