US Army USAMEDDAC RFQ: Emergency Notification System

“The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform 24 hour notification and technical support as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. Mass notification system is required to provide 24 x 7, 365 days telephone support to staff in the creation of messages canned and impromptu. A direct 1-800# number or equivalent shall be provided to the site for use by approved point of contacts at the Winn Army Community Hospital.”

“The system will provide scenario based messaging to support the commands requirement to notify staff in the event of white shooter, mass recall, fire, mandatory meeting, conferencing and inclement weather. System will provide canned and impromptu notification detailed to a specific group or unit, provide the capability to be launched via telephone, mobile application or end-user to technical support assistance.”

“Vendor must provide a system with the capability to reach 1800 end-users with no delay in service. Additionally vendor must have the capability to host the services virtually with redundancy built for un-interrupted services. System must be accessible via the internet, telephone or mobile applications for android or Apple IoS. The proposed system must have the capability to integrate with military outlook and have a Diacap system approved by the Department of the Army and Department of Defense. System services include the capability to provide canned and impromptu messages, conferencing capabilities, and screen crawlers (pop) to predefined groups determined by the USAMEDDAC. Initial support services include building all clinical groups, initial load of the 1800 contacts into the system, build out of scenario based alerts/ precanned alerts in accordance with the the EOC Supervisor and Telecommunications staff. The contractor shall provide 24 x 7 technical support and training resources. The contractor shall accomplish a seamless transition onto the proposed system and coordinate and conduct weekly meetings with Winn Hospital key players and other subject matter updates and provide key milestones in the delivery of the solutions to which are being asked…”
