A recent Office of Inspector General (OIG) audit found that the Veterans Health Administration (VHA) “did not have effective internal controls to ensure adequate, monitoring (out comes), and documentation of contracts” and projected that VHA will improperly manage funds totaling $795 million over the next five years on acquisitions (http://www.va.gov/oig/pubs/VAOIG-12-02576-30.pdf). To achieve optimum investment strategies and avoiding duplication in contracting services Information Security and Risk Management (ISRM) needs a PART solution that will provide an integrated approach for acquisitions. By using measurable performance standards (quality, timeliness, quantity) and methods of assessing contract performance, the key element of Performance-Based Service Acquisitions (PBSA) and leveraging this capability for detailed analysis, ISRM can be assured that the best quality contract packages are going to the Technology Acquisition Center (TAC).
The Contractor shall review and provide recommendations on current and new contracts in order to achieve optimum investment strategies. Once the assessment is completed, the Contractor shall leverage VA approved acquisition tools in order to develop acquisition artifacts for an actionable package submission.
Due to the scope of the requirements for the Acquisition Assessment and Development procurement, it is anticipated that there will be a significant OCI associated with both current and future contracts/orders that support VA’s Office of Information and Technology (OIT). Specifically, the contractor shall review and provide recommendations on current and new Office of Information Security (OIS) Information Security Operations (ISO) Information Security Risk Management (ISRM) contracts in order to achieve optimum investment strategies. Once the assessment is completed, the Contractor shall leverage VA approved acquisition tools in order to develop acquisition artifacts for an actionable package submission.
Any vendors that are currently providing any services (program management, development, sustainment, testing, etc.) will likely have an OCI that will preclude it from bidding on this effort as the scope of this work includes performance analysis of current work being performed, re-prioritization recommendations and development of acquisition documents. In addition, any vendors that intend to bid on future work associated with OIT OIS ISO ISRM should consider that the successful awardee of this effort will likely be excluded from bidding on that work as part of the scope of this effort is requirements analysis, strategic planning and acquisition development.
