U.S. Army Medical Research Acquisition Activity (USAMRAA) to award contract for CMPRO Configuration Management Software

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Medical Research Materiel Command (USAMRMC) Enterprise Information Technology Project Management Office (eIT PMO) to procure CMPRO Configuration Management Software without competition as prescribed in FAR 13.106-1(b)(1). Specifically, the Government will procure this software from Professional System Associates, Inc. (PSA).

USAMRMC eIT PMO is procuring CMPRO Configuration Management (CM) Software (SW) package and support services. PSA is the sole source provider of this software with no certified resellers. CMPRO is the only software found to satisfy the elT PMO functional and information security requirements necessary for this CM SW. The CMPRO SW has received a government Certificate of Networthiness (CoN) based on a trusted standardized platform, configured per Federal Desktop Core Configuration (FDCC) standards. The National Institute of Standards and Technology provides a list of FDCC security settings recommended for general-purpose microcomputers that are connected directly to the network of a United States government agency. Additionally, CMPRO software is capable of using public key infrastructure (PKI) certificate access requirements associated with accessing the CMPRO servers. PKI is a set of roles, policies and procedures needed to create, manage, distribute, use, store, and revoke digital certificates and manage public-key encryption.
