NIH Sources Sought: Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) Medicaid Data Linkage and Analyses

The objective of the present contract is to provide administrative healthcare records of Medicaid service use by HANDLS participants so investigators can link objective diagnostic and procedural data to health outcomes over time.

The Contractor shall deliver electronic data on Medicaid utilization for HANDLS participants. These data shall include enrollment, claims, and encounter data from the Maryland Medicaid Management Information System as well as monthly chronic condition assignments for HANDLS study participants.  The Contractor shall match all available Medicaid records at the individual participant level for all available data from 2002 to present.

The Contractor shall also provide a report containing a set of statistical tests to determine if Medicaid‐covered HANDLS participants are a representative subset of the entire Maryland Medicaid population. Using their expertise in the demographics of the Medicare cohort, the Contractor shall explore and recommend methods for adjusting the “unrepresentativeness” of the HANDLS sample that would enable an extrapolation to a broader population.

Delivery or Deliverables:

The Contractor shall provide the following deliverables:

  • Maryland Medicare utilization electronic data linked to HANDLS identifiers
  • A report on the representativeness of HANDLS participants compared with subscribers in Maryland Medicaid services

Anticipated Period of Performance:

The anticipated period of performance:  Base Year:  August 1, 2021 – July 31, 2022; Option Year 1:  August 1, 2022 – July 31, 2023.
