VA RFI: FSC Data Analytics Support Services

To support DAS’s mission, a full range of Data Analytic and Technical Assistance (DATA) services are needed.  DATA services range from providing technical systems assistance to providing expert analytical development of dashboards, reporting tools, and forecasts.

The objective of this acquisition is to procure development services to include data analytic tools, project management, support of strategic systems such as cloud environment both migration and operation, and development of various tools that facilitate improved audit performance.  DAS is further seeking development and architecture support to perform SAFe Agile framework, system development life cycle (SDLC) tasks in the development and support of data base management, data management, and applying continually evolving state of the art expertise to handle various applications and systems.  Some of the applications developed to support the VA/FSC/ DAS initiatives were developed utilizing Microsoft.NET, Pega PRPC, MS SQL server, COBOL (mainframe based), SNYCSORT (mainframe based), Oracle, BPEL, Palantir and Java components.  DAS also provides software development services in support of various initiatives throughout the FSC, Other Government Agencies (OGA), and VA.  While many of these applications initiated from dated software application technique(s), the overall objective is to continually advance with emerging technology.

The Government’s objectives and overall intent are to:

  • Reduce operational costs;
  • Enhance Government operations, particularly in development and support of analytical tools;
  • Enhance use of Artificial Intelligence;
  • Allow flexibility in meeting variable demands;
  • Improve Government operations, particularly accountability and performance reporting;
  • Provide procedural checks and feedback to improve compliance and management control on processes, and;
  • Keep abreast of required technologies, standards and methodologies, and advise the FSC how to stay current with new versions and technologies as well as legislative mandates and other items as they relate to this PWS.

The Contractor shall provide DAS support services to perform timely data analysis, analytics, forecasting, and support of tools to achieve continually evolving state of the art analytics that support program planning, evaluation and analyses of various programs, projects, budgets/performance, as well as project execution, transition, report/visualization, and risk mediation workflows.  As such, DAS support must expeditiously acquire the fundamental understanding of VA and FSC’s overall and respective program offices’ mission, practices, policies, procedures, and data understanding; also, respond accordingly to DAS professionally and promptly to meet mission needs within a demanding, challenging and evolving environment.

The services will involve existing projects that have been ongoing, as well as brand new projects for development.  The services and workload will support FSC’s current projects and potential projects which are both internal to FSC and external projects for other VA customers and potentially other Government entities. The Contractor shall support projects which frequently include, but are not limited to the following core business areas:  Financial Management, Fraud, Waste, and Abuse, Supply Chain, Category Management, Purchase Card (to include internal compliance management), Acquisition Obligations, Healthcare, DMLSS, Healthcare, VA Time & Attendance System, Travel, Purchase Card, Fee Basis Claims System, Enterprise Denial/Insurance Claims, FMBT, iFAMS, Metric Reporting, and other initiatives that may come on line during the Period of Performance (PoP).
