VA RFQ: Stakeholder Satisfaction Survey

“The Office of Construction & Facilities Management (CFM) of the U.S. Department of Veterans Affairs (VA) seeks a professional Contractor to develop a reliable Stakeholder Satisfaction Survey Program to capture opinions, awareness, knowledge, and attitudes about CFM service delivery from CFM’s stakeholders. This information will be used by CFM to quantify, measure, and improve stakeholder satisfaction and service delivery…”

“The Contractor shall provide an internet-based, user-friendly Stakeholder Satisfaction Survey Program using a completely customizable and secure interface accessible only to designated users, including VA users on a secure network.”

“The Program shall encompass separate and appropriately customized Survey Instruments for the four CFM business areas of Major Construction Projects, Major Lease Projects, Engineering Studies, and Facility Condition Assessments. Each Survey Instrument shall be dynamic and tailored to the role of each stakeholder type, including persons representing CFM, CFM’s Clients, and CFM’s Contractors.”

“The Program shall further include a Stakeholder Database function that enables the entry and recording of names and contact information of CFM stakeholders (i.e., persons representing CFM, CFM’s Clients, and CFM’s Contractors) for the automated distribution of Survey Instruments.”

“The Program shall include a dynamic, easy-to-use, and visually attractive Survey Results Dashboard interface accessible by select CFM personnel that enables manipulation of the data at all data levels and over time for the purposes of data interpretation, analysis, and reporting. The Dashboard shall be equipped with the ability to filter data; view numeric and open-text responses; view graphs, charts, and other visual presentation tools; see trends over time; and perform other actions that maximize CFM’s ability to interpret and apply the data.”

“The Contractor shall work closely with CFM staff and leadership to definitively define the goals, objectives, and expectations for the Stakeholder Satisfaction Survey Program based on the Contractor’s proposed approach and develop methods and protocols for interpreting results and instituting follow-up measures to improve the outcomes of CFM service delivery…”
