3.0 SCOPE OF WORK
The Contractor shall provide resources necessary to accomplish the tasks described in this PWS. Specifically, the Contractor shall provide the resources needed to perform Project Management, all software design and development activities for BTT system enhancements, help desk support, user training, Configuration Control Board (CCB) support, and BTT Operations and Maintenance support. The PWS includes optional tasks for additional development work as well as transition support. The Contractor shall be CMMI-DEV Level 3 certified at the time of award and throughout contract performance. The Contractor shall provide federal Budget (Formulation), Multi-Year Programming (MYP), and Budget Execution business process expertise to support analysis of requirements and design and implementation of business processes.
4.0 PERFORMANCE DETAILS
4.1 PERFORMANCE PERIOD
The period of performance (POP) shall be one 12-month base period, with four 12-month option periods, inclusive of optional tasks, to be exercised at the discretion of the Government.
5.0 SPECIFIC TASKS AND DELIVERABLES
The Contractor shall perform the following:
5.1 PROJECT MANAGEMENT
5.1.1 CONTRACTOR PROGRAM MANAGEMENT PLAN
The Contractor shall deliver a Contractor Project Management Plan (CPMP) that lays out the Contractor’s approach, timeline and tools to be used in execution of the task order. The CPMP should take the form of both a narrative and graphic format that displays the schedule, milestones, risks and resource support including onboarding of staff. The CPMP shall also include how the Contractor shall coordinate and execute planned, routine, and ad hoc data collection reporting requests as identified within the PWS. The initial baseline CPMP shall be concurred upon and updated in accordance with Section B of the task order. The Contractor shall update and maintain the VA PM approved CPMP throughout the POP.
The Contractor shall develop a detailed work plan as a part of the PMP and briefing for the VA project team and COR to present the Contractor’s strategy for performing the work required in this PWS. The Contractor’s plan shall be responsive to this PWS and shall describe the approach to be used for each aspect of the PWS.
The Contractor shall prepare and provide a risk management plan, as a part of the PMP. Included in the plan, the Contractor shall prepare and maintain a risk register for this project, which identifies and tracks operational and development risks, status, and mitigation strategies. The risk register shall be updated weekly with the current status of risks, and within two business days following the realization of a risk (i.e., when a risk occurs operationally) or the implementation of a risk mitigation action.
The Contractor shall create a Quality Assurance Monitoring Program (QAMP) plan to detail how the Contractor plans to monitor the quality of the BTT system. The QAMP Plan shall specifically address how the Contractor will monitor updates to BTT application administration data and BTT application enhancements to maintain BTT system integrity.
The Contractor shall attend a virtual Post Award Conference with the Program and Project Managers. This conference shall cover the Contractor’s approach to task order performance, the Project Management Plan, contract staffing and key personnel, and the Risk Management Plan. This meeting shall include the COR, Contracting Officer and Contract Specialist.
The Contractor shall observe the acquisition and budgetary nature of this information involved in performing this task order and shall:
- Prevent disclosure of budgetary information to which it has access.
- Prevent disclosure of any acquisition and contractual information to which it has access.
- Require its staff assigned to and those with access to information involved in this task to sign non-disclosure statements provided by the Government.
