“The National Institutes of Health (NIH), Office of the Director, on behalf of the Center for Cancer Research, National Cancer Institute, intends to solicit and negotiate on a non-competitive basis with only one source, the Assay Depot/Scientist.com. The cited authorities are 41U.S.C. 253(c)(1), as set forth in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated period of performance is a one-year base period with four (4) one-year option periods.”

“As part of the long-term strategic planning for the IRP, the Advisory Committee to the NIH Director (ACD) in 2014 recommended enhanced scientific interactions between I/Cs, including sharing of core labs and other shared research resources across all IRP I/Cs. To comply with the NIH ACD’s recommendation, the IRP needs a platform that enhances both the visibility and sharing of research resources, technologies, and expertise available through over 170 centralized core labs.”
“The platform shall also include research services available through a majority of external vendors. The ability to simultaneously query capabilities of internal and external vendors will allow IRP investigators to make side-by-side comparisons for the best source selection. Direct comparisons with external vendors will also enable IRP administrators and core labs to focus on providing new and emerging technologies rather than services available at a comparable or lower cost through external vendors. The appropriate annotation of external vendors for certifications such as small business, accreditations, such as Clinical Lab Improvement Amendments (CLIA), Public Health Service Assurance (PHS), and existing NIH contract or procurement vehicles can also increase compliance with NIH and Federal Acquisition Regulations (FAR), and streamline the procurement process for the IRP…”
