VHA Human Capital Management requires access to an online survey system that will enable personnel to create customized and standardized surveys to collect data and develop reports for learning and workforce related measurement activities such as evaluations and needs assessments. SMEs (Subject Matter Experts) must have administrative access to the software and will work within the survey system to directly create, deploy, and analyze surveys and data.
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single award, Firm-Fixed-Price contract in support of Survey Management SaaS Services, using FAR Parts 12 and 13 procedures for this project. ADMINISTRATIVE The solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Human Capital Management is seeking interested offerors who have the capability to provide subscriptions, configuration, training and support services for a FedRAMP certified Survey SaaS (Software as a Service). The online survey platform will be used to create customized and standardized surveys to collect data and develop reports for learning and workforce related measurement activities such as evaluations and needs assessments. SMEs (Subject Matter Experts) must have administrative access to the software and will work within the survey system to directly create, deploy, and analyze surveys and data.
Objectives: The contractor will only be responsible for providing access to the online software system and will not be responsible for developing survey questions, distributing surveys to participants, analyzing data outside of the standard functions of the software, or conducting evaluations. The system shall be operational and FedRAMP approved by the solicitation submission response due date.
