Notice ID: FDA-RFI-21-1238285

“The Food and Drug Administration (FDA) requires services to support the scientific and research initiatives conducted throughout the Agency. Broadly defined, FDA Scientific Computing is the application of algorithms to extract knowledge, construct models, and make inferences from scientific data. It is also any process dependent directly upon information technology components that results in the generation, access, analysis, storage, or transmittal of scientific data.”

“The requirement is for complete range of scientific computing services necessary to support FDA scientists and research programs. This requirement includes:

  1. High Performance Computing System (HPCS) Operations and Maintenance.
  2. Artificial Intelligence Applications
  3. Computational Science/Bioinformatics Service
  4. Advanced Computing Systems and Security Engineering Services
  5. Analytical Tool Development
  6. Scientific Data Architecture
  7. Program, Project, and Order Management Activities”

“Task Areas:

4.3   High Performance Computing Services and Support

The contractor shall provide high performance computing operations and maintenance services to operate HPC clusters both on-premise and in the cloud. While individual order will provide the specific tasks, representative tasks may include but are not limited to the following: 1. Perform day-to-day operations and system administration of the HPCS. This includes configuration and administration of all…

4.4. Artificial Intelligence/Machine Learning Applications

The contractor shall provide services that assist with the development of machine learning algorithms/ applications. While individual order will provide the specific tasks, representative tasks may include but are not limited to the following: FDA Advanced Research and Scientific Computing Services SOW 17 1. Support the research, creation, adaption and implementation of tools and methods to aid in the assimilation and understanding of scientific and…

4.5. Computational Science/Bioinformatics Services

The contractor shall apply world leading data science and computing technologies to basic and applied biomedical research challenges, supporting critical operations, developing and delivering national data resources, and employing leading-edge software and data science. While individual order will provide the specific tasks, representative tasks may include but are not limited to the following: • Support for users of computer simulation systems…

4.6. Systems and Security Engineering Services

Modern science depends on the ability to capture, store, manage, access, and most importantly, share data and collaborate with others within the scientific community. Increased security awareness and resulting constraints can create significant impediments to these activities, inhibiting on-line collaboration and access to data in an effortto protect sensitive information. As tasked, the Contractor shall work…

4.7. End User Support for Scientific Computing Workstations and Systems

At the discretion of the Government, and as specified in individual task orders, technical support dispatch and issue management may be integrated into the current FDA Administrative environment help desk support or it may operate as a standalone support activity. In the event that technical support is integrated into the Administrative environment help desk, issues or problems may be communicated to the Contractor by phone, email…”
