CMS to award Data Element Library (DEL) Health IT Workgroup Support contract to RTI

“The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to Research Triangle Institute, Inc. 3040 Cornwallis Road, Research Triangle Park, NC 27709 to provide Subject Matter Expert support for strategic planning and thought leadership on advancing electronic health record (EHR) adoption and interoperability in Post-acute Care (PAC), including alignment of PAC assessment data elements with existing and emerging national health information technology (HIT) standards to support interoperable health information exchange across the continuum of care.”

“These activities include but are not limited to; mapping and validation of HIT standards to CMS assessment instrument items for inclusion in the CMS Data Element Library (DEL), identification of gaps and proposed policy solutions to advance interoperability and health information exchange by post-acute care and other providers, as well as to align with the IMPACT Act goals toward better care coordination, improved health information exchange and healthcare efficiencies. The sole source award will be made under the authority of 41 U.S.C. 235 ( C ) ( 1 ) as implemented by FAR6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements.  A justification and approval is currently being processed for this requirement.”

“The purpose of this requirement is to obtain SME support services for strategic planning and thought leadership on how to advance EHR adoption and interoperability in PAC, including alignment of PAC assessment data elements with existing and emerging national health IT standards to support interoperable health information exchange across the continuum of care and improve the quality of care provided to post-acute care (PAC) beneficiaries.
