HHS/ACF RFI: LIHEAP Training and Technical Assistance (T&TA) Support

“The primary purposes of this contract are for the Contractor to:

  1. Provide a National Energy Assistance Referral (NEAR) Phone Hotline service for individuals seeking LIHEAP assistance;
  2. Maintain and update the OCS owned LIHEAP Clearinghouse website, which shall serve as the repository of the collection, development, organization and dissemination of information on LIHEAP programs, current home energy issues and trends, other low income energy assistance programs, other programs that affect LIHEAP-eligible clients and other relevant information of interest to LIHEAP grantees. The Contractor will provide LIHEAP related technical assistance and information through a dedicated telephone number, a website, a mailing address, and, if directed by the COR, electronic newsletters and other written reports…
  3. Maintain access, security and transparency of the data warehouse of the Performance Management Website;
  4. Provide training and technical assistance (T&TA) to LIHEAP grantees…
  5. Provide logistical and technical support for the continuation of the technical advisory functions of the Performance Management Integration Work Group (PMIWG)…
  6. Support for Data Collection. The Contractor shall continue to provide support for use of OLDC for data collection and validation including the required performance measures. The Contractor shall provide webinars, data reviews, and advising LIHEAP grantees on the development and expansion of their LIHEAP IT systems for facilitating collecting and reporting performance management data…
  7. Providing Technical Assistance to DEA. The Contractor shall enhance DEA’s in-house capacity to provide effective T&TA in response to LIHEAP grantees’ technical issues concerning the Data Warehouse on the LIHEAP Performance Management Website, a resource for understanding the performance of the LIHEAP program…
  8. The Contractor shall prepare annual reports for LIHEAP consistent with previous annual reports in a way that ensure data continuity…
