“The Contractor shall develop a web-based application licensed for use by VA as a Commercial off the shelf (COTS) product designed to support VA internal IT portfolio management, IT capital planning, and IT governance processes. The application shall be supported with maintenance and enhancement services. Helpdesk support and training shall be provided for the application. The Contractor shall provide a hosting for the required application. Furthermore, the Contractor shall provide technical support services for achievement of an Agency Authority to Operate and FedRAMP Level High compliance.”
