HHS RFP: ASPR Professional Technical and Medical Support Services

There is currently a high demand for contractor resources in multiple labor categories that support the ASPR mission, which cannot easily be met through the conventional (or direct) hiring process; therefore, commercial resources are sought to support immediate support requirements across multiple disciplines. The ASPR mission will be critically compromised without the ability to recruit and retain needed support services to maintain ASPR’s mission to protect Americans and save lives.

The Offeror shall recruit and provide USG access to consulting services. Consulting services will be for temporary, single-effort, delivery specific tasks that are based on proposed fully-burdened labor rates in-keeping with open market labor rates with the ability to enter flexible agreements based on the task (e.g., Firm Fixed Price, Time and Material/Labor Hour, and Cost Reimbursement.

Consulting SMEs will not be considered contractor personnel selections for permanent or ongoing performance under this contract or task orders and therefore will be considered Offsite contractors and subject to full or modified Onboarding procedures based on the requirement(s) identified in the task order.
