Cognizance seeking Proposal Development Solutions Architect, HHS, CMS, NIH, VA

“Responsibilities: 

  • Provide technical leadership on prospective business opportunity proposals 
  • Develop solutions architectures, and providing technical leadership for proposals and strategic pursuits as well as creating content and contributing to the writing and assessments of proposals 
  • Develop technical approach and proposal plans, including scheduling of tasks, processes, and identifying critical resources, to turn the solution into a successful proposal 
  • Develop and write technical responses to Requests for Proposals and Quotes (RFPs and RFQs), Requests for Information (RFIs) and Sources Sought Notices (SSNs) 
  • Write, edit, and review technical proposal content, consolidating, rationalizing and incorporating reviewer/technical expert edits and developing basis of estimate (BOE) to support pricing team 
  • Support the development of marketing materials such as whitepapers, slicks, trifolds, etc. 
  • Review solicitation documents to understand scope of work and customer needs to develop an overarching solution to be proposed as part of the solicitation response 
  • Develop and identify reusable solution content and branding of frameworks and methodologies for proposals and presentations, proof-of-concept (PoC) and Case Studies 
  • Lead/guide Technology professionals (supporting customer projects) in the development of complex solutions and new service offerings. 
  • Develop technology solutions focused on improving efficiency within current projects and develop innovative ideas supporting organic growth. 
  • Support capture strategy development through technical leadership, including the creation and marketing of discriminating value propositions…” 

“Qualifications: 

  • Business and Technical understanding of Department of Health and Human Services (HHS) Operating Divisions including Centers for Medicare and Medicaid Services (CMS) and National Institutes of Health (NIH), and Veterans Affairs (VA) is preferred. 
  • Experience leading the development of solutions for proposals. 
  • Experience in writing for white papers, RFI responses, and proposals. 
  • Experience in conducting trade studies, product evaluations, or research projects. 
  • Minimum 5 years’ experience as a Solutions Architect on medium or large size business captures and proposals. 
  • Experience and/or expertise in at least three of the following areas: System Development, Software or Application Development, Application Modernization, Software Engineering, Operations & Maintenance, System Architecture, Cloud Architecture, Agile Development, Dev/Sec/Ops, and Healthcare Service Delivery…”
