Navy NAVSUP Sources Sought: Safety data management services (Enterprise Safety Application Management System (ESAMS)

The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the Commander, Naval Installations Command (CNIC) for public safety data management services (Enterprise Safety Application Management System (ESAMS)).

The work to be performed is in support of Government Owned/Government Operated web application and production servers hosting Commercial-Off-The-Shelf (COTS) products that are Contractor Owned/Contactor Operated. ESAMS is a Commercially Owned, Commercially Operated web-based public safety management software application that enables Navy commands to manage their public safety programs, including but not limited to: safety and occupational health, traffic safety, recreational off-duty safety, explosive safety, fire and emergency services (F and ES), anti terrorism/force protection (ATFP), as well as emergency management (EM) data requirements including, but not restricted to:

  • Workplace or building inspections (occupational safety, traffic safety, RODS, explosive safety, radiation safety, fire safety, environmental, etc.)
  • External agency inspections related to occupational safety, emergency management, fire, security, etc.
  • Deficiency tracking, e.g. workplace, building, process, etc.
  • Corrective action tracking
  • Occupational injuries or illnesses and off-duty injuries for military personnel only
  • Property Damage related mishaps
  • Near Miss Incidents
  • Training – web, classroom, on-the-job, and formal
  • Equipment tracking and associated inspections, maintenance, and testing associated with each item.
  • Equipment tracking allocations,
  • F and ES Vehicle tracking
  • Area hazard tracking e.g. confined spaces, noise hazard level, sight hazards, etc. and associated inspections, maintenance, and testing associated with each item.
  • National Fire Incident Reporting System (NFIRS)…
