US Army MEDCOM Solicitation: Management of the Electronic Grants System (EGS)

To award a contract for management of the Electronic Grants System (EGS) sponsored by the Congressionally Directed Medical Research Program’s (CDMRP).

EGS is a Government-owned, contractor-operated business system custom designed to support research administration on behalf of multiple organizations. Hosted on the DoD network, it serves as a repository for research proposals, award data and files, primarily biomedical, related to acquisitions, regulatory review, administrative, and other related information. EGS has many application modules and components designed to automate administrative processes, streamline workflows and enhance collaboration in the areas of proposal management, awards management, regulatory reviews, program management, and program evaluation. A number of system-to-system interfaces facilitate interactions and data transfers with external systems owned and operated by contractors and other agencies. It supports a number of web-based workflows, including progress report processing and review, award negotiation, regulatory review of human and animal protocols, product and outcome management, and data management. EGS currently supports approximately 485 users and contains 138,000 proposal records and 18,925 award records. On an annual basis, an average of 10,000 new proposal records are created, 5,000 active awards are managed and 1000 new awards are initiated. EGS is a web-based application using Grails framework with several primary technologies being currently utilized: VMWare ESX LinuxOS, Java-JDK + Oracle RDBMS, JavaScript, and Apache Tomcat-outputting HTML, XML, JSON, XLS, and static files. Newer technologies are incorporated as needed per evolving requirements to meet government and industry standards.

….aspects of its development, enhancements, operations and technical support activities including the following: Develop requirements, project plans and timelines, allocating their resources to perform needed activities. Supervise and track the Contractor’s team to ensure cost, schedule and performance requirements. Oversee day-to-day operations and research program support activities including coordinating and communicating as necessary with mission partners for server maintenance schedules, operating system changes and upgrades. Document system level issues and provide a quarterly report outlining the steps taken and time to resolution. In addition, provide real time tracking of errors/issues and status of resolution. Coordinate all activities including development processes, quality control, testing, and deployments. Ensure software development quality controls based on industry and Government standards, and expectations of the client. Work with Federal Civilian Program Manager (PM)/ Business Systems Manager (BSM) to discuss priorities, requirements, configuration control and risk management plans. Develop system design, process flows and necessary technical architectural documents. Attend regularly-scheduled meetings with the COR, PM and or BSM, other Contractors and Government organizations as requested by the COR, PM or BSM. Document meeting discussions and provide to the COR, PM/BSM within 10 business days following the meeting conclusion (deadline extensions must be pre-approved by the COR, PM/BSM).

Key Task 4.1.1 Project Management for EGS Development and Operations (FFP)

4.1.1.1  The Contractor shall provide project management and application administration services for EGS, overseeing development, enhancements, operations and technical support activities including the following: Project planning, timeline development, allocating Contractor resources to perform needed activities.
4.1.1.2  Administer and track the Contractor’s team to ensure cost, schedule and performance requirements.
4.1.1.3  Oversee day-to-day operations and support activities including notifying users and coordinating as necessary with external entities for server maintenance schedules, operating system changes and upgrades
4.1.1.4  Document system level issues and provide a quarterly report outlining the steps taken and time to resolution. In addition, provide real time tracking of errors/issues and status of resolution.
4.1.1.5  Coordinate activities including development, quality control, testing, and deployments. Ensure software development quality controls based on industry and Government standards and expectations of the client.
