“The Centers for Disease Control and Prevention (CDC), National Center for Health Statistics (NCHS) intends to award a single-award IDIQ contract for ‘Data Collection Services for the National Health and Nutrition Examination Survey (NHANES) 2023-2033.’”
“The Contractor shall perform all work required to conduct the future iteration of NHANES, as authorized in the Public Health Service Act (42 USC 242m(d)), to produce statistically reliable and stable annual estimates on various objectively measured health outcomes on the civilian, non-institutionalized population of the United States for all ages and by specific sociodemographic characteristics. The specific work required is the following:
- 1.1 Contract Transition Services
Depending on the proposed design for the 2023 iteration of NHANES, the Contractor shall review an inventory of documents and products, materials, supplies, and equipment used on the NHANES 2021- 2022 survey cycle, and provide recommendations regarding their utility for the future iteration of NHANES… - 1.2 Project Management Services
The Contractor shall develop a Project Management Plan (PMP) for all activities covered in the SOW, schedule a kick-off meeting within two weeks of award, and shall meet with the COR and/or other DHNES staff on a weekly basis to discuss project activities… - 1.7 Information Technology Services
The Contractor shall perform information technology services required to conduct NHANES. This includes, but is not limited to: as needed, transition of existing software, hardware, database designs, manuals, documentation, training, and services, and maintenance of existing systems; development of new software, data management and data delivery systems; acquisition and leasing of equipment and integration of new equipment; pilot and dry-run testing of systems; IT support for all field staff performing data collection activities, including travel to data collection sites, support at the NCHS headquarters; and support for ad-hoc studies that may require additional NHANES facilities (e.g. adding MHEVs).
Furthermore, it is essential that the data collected throughout the stages of the survey (i.e. eligibility screening, participant interviews, MHEV examinations, etc.) be captured using an integrated system(s) across all operational locations. The system shall have a portal to check data collection status; operations, document storage and reports. Data collected at each PSU must include electronic paradata and be available daily while maintaining appropriate levels of security and integrity. Case management data and paradata shall be used for managing data collection activities and may be used for responsive or adaptive design.
Additionally, the Contractor shall provide full-time and comprehensive system and network administration, database administration, connectivity, user authentication, physical and information security meeting federal requirements. Additionally, the Contractor shall maintain enough spare IT equipment to ensure failures do not adversely impact survey operations. All software, hardware, applications, systems, servers, databases, designs, telecommunications and network equipment and other materials developed or purchased by the Contractor for NHANES shall be the property of NCHS. Currently, NCHS does not authorize the processing of data collected under CIPSEA nor Sensitive PII within cloud-based solutions; however, this presumably will change if vendors can demonstrate technical solutions that allow NCHS to “supervise and control” the data as stated within CIPSEA. As such, offerors shall propose solutions that account for current operational parameters, as well as potential to-be architectures for NHANES operations, which could involve cloud-based aspects that align with CDC’s enterprise architecture and comply with CIPSEA…”

“The NHANES is a national survey designed to assess the health and nutritional status of children and adults living in the United States. The NHANES combines standardized health examinations and biospecimen collections with interviews on health conditions and health-related behaviors. The survey uses a complex, multistage, probability sampling design to interview and examine a nationally representative sample of persons per year. Standardized health examinations and biospecimen data collections for NHANES are conducted in mobile exam centers. Offerors may gain a better understanding of the NHANES mission and how the data have been collected, disseminated, and used by consulting the resources on the NHANES webpage. The Centers for Disease Control and Prevention (CDC), National Center for Health Statistics (NCHS) is seeking to identify small business organizations with the necessary capabilities to perform and continue data collection activities for the National Health and Nutrition Examination Survey (NHANES).
Specific Tasks:
- Provide expertise in sampling statistics, survey methodology, and statistical disclosure control.
- Data Collection Planning. Assist in the development of data collection instruments and procedures. Develop detailed documentation for the training and execution of data collection procedures, including all instruments, forms, supplies, training exercises and certifications. Develop and maintain a comprehensive database of all data collection instruments, forms, supplies, equipment and materials associated with data collection events that can be used to manage all facets of the preparatory process, such as development, translation, reproduction, distribution, etc. Develop and execute training programs for household and mobile-based data collection.
- Study Recruitment. Identify eligible households, gain cooperation and recruit participants into a national health survey. Develop or enhance best practices to gaining access to hard-to-reach populations, handling various types of gatekeepers, refusal conversion, and maintaining privacy and confidentiality of participants.
- Survey Data Collection. Conduct large-scale national, primary data collection activities using integrated computer assisted interviewing (CAI) technologies that support in-person, online, telephone, and mail interviews.
