VA RFI: Support for Defense Medical Logistics Standard Support (DMLSS) Program

“Initially, the DMLSS Performance Work Statement (PWS) section 5.5 (System Support and Integration) and section 5.6 (VistA Computerized Maintenance Management Systems (CMMS) Support) were both set to end once Option Period 2 of the DMLSS task order began.  This approach was based on the ideal that the DMLSS program would be launched at the VA Federal Health Care Center (FHCC) by October 1, 2019.  Due to Government delays the actual launch date for the DMLSS program was post-poned until August 4, 2020.  Due to this delay, the VA discovered that support is still needed regarding PWS sections 5.5 and 5.6 for Option Period 2 until such time when the VA is able to hire adequate staff to assume the roles and responsibilities that contracted staff are currently performing.  The VA is requesting the Contractor to be fully capable of meeting the requirements of the attached PWS sections 5.5 and 5.6 by October 20, 2020.”

5.5 SYSTEM SUPPORT AND INTEGRATION (BASE PERIOD AND OPTION PERIOD ONE)

“The Contractor shall provide support to the end users on the operation of the system during normal business hours (as specified in PWS Section 4.1). The support shall be by in person, telephonic or email support.”

“The Contractor shall ensure system operation and system functionality following any DMLSS upgrade and ensure the proper operation of the DMLSS FM module and databases following any upgrade. The Contractor shall provide on-site business process assistance such as identifying and evaluating efficiency of business processes related to the applications and work with Facility Management personnel to implement effective automated processes. The Contractor shall provide on-site and remote data management and manipulation at the request of the supported activity. The Contractor may also recommend changes to work processes and database structures to JAL FHCC management for approval.”

5.6 VISTA CMMS SUPPORT (BASE PERIOD AND OPTION PERIOD ONE)

“During the transition to DMLSS-FM, it is necessary for legacy systems utilized by JAL FHCC facility management staff to be maintained with current information for official reporting and record keeping. Examples include VA specific systems such as AEMS-MERS and VistA. This requires that both DMLSSFM and the legacy system be maintained in parallel.”

“The Contractor shall coordinate with JAL FHCC facility management and maintenance staff the fields and information that must, as software limitations allow, be identical in all databases. The Contractor shall ensure that information is kept current both DMLSS-FM and JAL FHCC’s legacy system(s) until such a time when the legacy system(s) are no longer in use or officially required as the Source of Truth…”
