VA OIT to modify IT Governance Support task with IMC to include COVID-19 Support

The proposed action is for a contract modification to include the Novel Corona Virus (COVID-19) Governance Support on Fixed-Price (FFP) Task Order (TO) 36C10B19N10240010 under Transformation Twenty-One Total Technology Next Generation (T4NG) Contract VA118-16-D-1024 with Innovative Management Concepts (IMC). TO 36C10B19N10240010 was awarded on September 6, 2019 to provide IT Enterprise Governance support to the Directorate of IT Enterprise Strategic Planning and Governance (ESPG) within the Office of Quality, Performance, and Risk (QPR).

The proposed action is to provide COVID-19 emergency support for governance bodies. VA’s “Fourth Mission” is to improve the Nation’s preparedness for response to war, terrorism, national emergencies, and natural disasters by developing plans and taking actions to ensure continued service to Veterans, as well as to support national, state, and local emergency management. Due to the pandemic, OIT has had to staff and resource additional support to ensure the VA is prepared for their “fourth” mission. OIT contract funding and OIT hiring requests come through OIT governance bodies. As a result, four additional governance entities were stood up in order to ensure decisions regarding COVID-19 funding and staffing are made in a timely matter. The COVID-19 Council and its subsequent committees were stood up to handle specific COVID-19 related acquisitions (90% current, 10% new) to include purchasing of IT equipment, assets, and service, approval of COVID-19 related hiring requests of VA full-time employees or additional contractor support, and the reopening of the VA affected by COVID-19. The Contractor shall provide the same complete operational governance support required under the task order for these new additional bodies for the remainder of the task order. The total estimated value of the proposed action is $664,552.37.

It is anticipated to take approximately five months to get a new contractor team working at full capacity. For on-boarding alone, because of reduced hours for the PIV offices due to COVID-19 and social distancing measures, it is estimated it would take 6 weeks to provide all team members with PIV badges. Additionally, after PIV badges were issued, it is estimated to take two weeks to get team members access to all the required systems inside the VA network needed to conduct business. These estimated timelines are based off of similar efforts. During the estimated 8 weeks to on-board and gain access to all systems, the new team would not be able to support governance. After resolving on-boarding and access issues, the team would need another 4 four weeks to start to produce low complexity SOP’s as they become familiar with the governance framework and scheduling. All of this would be occurring during an emergency response environment in which new requirements would be coming in and the contractor needs to support their completion.
