The Contractor shall provide project management, implementation of the brand name Public Health Foundation TrainingFinder Real-Time Affiliate Integrated Network (TRAIN) LMS solution, maintenance, and customer service support for the LMS as a Cloud, SaaS solution which shall be FedRAMP compliant.
The goals of the Mission Act TRAIN initiative are to ensure non-VA medical service providers are able to easily and seamlessly access and complete training involved with understanding and fulfilling Mission Act requirements, as well as allow VHA to view completion data for that training. There is a possible pool of 600,000 service providers that may register and access all of the Mission Act-related courses in TRAIN.
The Contractor shall deploy the proposed VHA TRAIN Mission Act LMS solution in a FedRAMP authorized facility on a FedRAMP authorized computing environment.
5.2.1 LMS SOLUTION
The Contractor shall provide VHA with a SaaS subscription to the cloud-based TRAIN LMS and content delivery system that meets the following requirements:
- Capable of delivering courses outside of the VA firewall to non-VA service providers.
- Accommodate an average of up to 1,000 concurrent users and include a queueing system for any learners over 1,000.
- Be available 24×7 and have 99.9% uptime.
- Accommodate up to 10,000 concurrent users for hosting and deployment of Sharable Content Object Reference Model (SCORM)-based training.
- Be learner-centric, intuitive, and readily accessible for provider-utilization
- Automatically exchange data between Mission Act TRAIN and VHA TRAIN.
- Report on VHA TRAIN data based on National Provider Identification Number and evaluation components.
