“The purpose of this notice is to provide an opportunity for interested vendors to join the Veterans Health Administration (VHA) Integrated Healthcare Transformation (IHT) Veteran Integrated Team (VIT) Free-Agent List.”
“In April 2020, the Strategic Acquisition Center in Frederick, MD finalized the awards on the 10-year $1B IHT multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts that will support many of VHA s Professional Services requirements over the next decade (Non-direct patient care). Each prime contract awardee is a Service-Disabled Veteran-Owned Small Business that heads a robust team of key partner firms, including many other SDVOSBs, small businesses, large commercial consultants, non-profit organizations, and partners from academia (the Veteran Integrated Team).”
“Throughout the life of these contracts, the Government anticipates that each of the prime contractors may have opportunities to further bolster their team s respective capabilities through open enrollment periods, and that VA could potentially open on-ramp periods to ensure adequate competition among the best SDVOSB-led teams in the nation by awarding contracts to newly formed teams.”
“With this anticipation (and to maximize opportunities for other firms not fortunate enough to earn a contract award in what was a tremendous competition), VA included within the solicitation and eventual contracts the concept of Free Agency. VITs may use the Free Agent VIT List during Contractor Open-Enrollment, at the time of Key Partner replacement, and for additional resources to support a designated Wildcard Task Orders. At the same time, teams that volunteer to be added to the list will have access to the list, allowing them to form partnerships to be well-positioned to respond during future on-ramp periods.”
