VA to award contract for Dependency Claims Processing Assistance

The Department of Veterans Affairs, Veterans Benefits Administration, Office of Mission Support (OMS), Acquisition Division, intends to negotiate a Sole Source award with Enterprise Resource Performance, Inc., 2751 Prosperity Ave., Ste. 410, Fairfax, VA 22031-4370 to Dependency Claims Processing Assistance Services.

This proposed procurement is for products/services for which the Government intends to solicit and negotiate with only one source due to unusual and compelling urgency, under the authority of FAR 13.5 in accordance with 41 USC 1903. VBA intends to award a Firm-Fixed Price (FFP) sole source contract as a three (3) month interim contract with one (1) six-month option period. If the Dependency Claims Processing Assistance Services cease, deserved benefits to veterans and their dependents would be severely delayed. VBA created a Rules Based Processing System (RBPS) to automate processing of less complex dependency claims. To date, VBA has processed in excess of 366,000 dependency claims, utilizing RBPS, augmented by contracted personnel that provide data gathering and data entry services into VBA systems supporting the rules-based processing. For dependency claims initiated by claimants from mail submitted through centralized mail operations, VBA generates a routine report from its internal data repository, filtering out a set of excluded dependency-related claims known to not be suitable for RBPS processing. The final report is delivered weekly by VBA to its dependency claim processing vendor who then distributes the claims across assigned resources for processing. Through a series of VBA-defined processing flows/steps, the vendor reviews each identified claim to determine if it meets the established criteria for RBPS processing. If so, the vendor completes the predefined actions for each claim and electronically routes the claim to RBPS for final action.
