The objectives of this contract are to operate and enhance an existing ICFM model, which can produce the following outputs: 1) station-level collections potential as a proxy for the maximum amount of collections a station can achieve under optimal conditions; 2) station-level collections goals by MCCF funds; 3) 10-year collections forecast for inclusion in the President’s Budget; and 4) to provide specialized reports by data analytics for CC/RO.
CC/RO requires analytical and healthcare econometric modeling contractor expertise to support management information needs in model forecasting, data analytics using SQL codes, metric development and outcome measures for CC/RO and other program areas within the VHA organization.
Project Management: The contractor shall provide and maintain a detailed, product based, resource loaded, project management plan/schedule (PMP) compliant with PMBOK guidance in MS Project format. The contractor will ensure that the Work Breakdown Structure (WBS) elements incorporate a sufficient level of detail to adequately delineate a comprehensive overview of the level of effort of the work tasks. CC/RO intends to enhance the functionalities provided within the existing Integrated Collections Forecasting Model (ICFM). Accordingly, the contractor shall explore, design, validate, and implement new model variables for enhancements. All new variables and enhancements will be validated, and the results presented to and approved by CC/RO leadership prior to their deployment. There are three main outputs of the model: the first output is a 10-year collections model, which projects the maximum amount of collections a medical facility can achieve under optimal conditions for each of the VHA’s MCCF funds – first party pharmacy copays, first party inpatient and outpatient copays, third party collections, third party community care collections, third party pharmacy collections, long term care copayments and miscellaneous collections (i.e. parking, leases; etc.). The second output of the model distributes the annual President’s Budget amount to each Veterans Integrated Service Network (VISN) and VA medical center (VAMC) by MCCF fund, using a regression approach.
