This Request for Information (RFI) summarizes the Department of Veterans Affairs (VA), Veterans Benefits Administration’s (VBA) interest in a solution for replacing VA’s existing Virtual VA (VVA)/Legacy Content Manager (LCM) Storage Solution. VA is seeking potential offerors that can provide similar software as a replacement to the current International Business Machine, Inc (IBM) FileNet P8 enterprise Content management, business process management and records management solution.

The primary objectives of this RFI are to collect information regarding:
The availability of Industry fielded Commercial of the Shelf (COTS) solutions in the marketplace that cover the basic functionality of the current solution:
- Capability to store documents,
- Formats of documents that can be stored (TIFF, Pdf etc)
- Data conversion/migration (images and metadata) for FileNet to new content manager.
- Provide suitable encryption – Securing content manager per IRS regulation.
- Availability of contractors’ skillset to support the new technology both Developers and O&M.
- Development and deployment of applications (web applications, web services, scanning, etc.) to use the new content manager.
- Production support and operating procedures required to maintain the replacement of FileNet
- Capability for lightweight APIs to look up documents and interface with LCM
- Ability to provide a replacement for the current IBM FileNet solution no later than 15 June 2020 or suggestions of when replacement would be feasible given the scope of work.
