CDC Sources Sought: Expenditure and Financial Resource Monitoring and Analysis, 2020-2025

The President’s Emergency Plan for AIDS Relief (PEPFAR) has led global efforts to better understand the cost of delivering care, treatment, prevention, and support services to those infected and affected by HIV in resource-poor settings.  The PEPFAR Expenditure Analysis (EA) Initiative, led by CDC, evolved from the recognized need for timely cost information to improve management and increase efficient operations of PEPFAR programs.

The contract will include the following requirements Core Requirements:

Provide business acumen working in Public Health environments in both domestic and international settings, with high ranking government officials, faith-based partner organizations, non-governmental organizations (NGOs), and Ministries of Health (MOH);

Provide technical assistance and training on the understanding and completion of annual Budget/Financial and Expenditure Reporting requirements in PEPFAR-supported countries;

Triage and field questions from CDC USG staff and implementing partner organizations for FRT content, allocation, completion, submission and provide support for data collection and cleaning process either virtually or in-person;

Coordinate, with guidance from Centers for Disease Control and Prevention (CDC)/Center for Global Health/Division of Global HIV/AIDS/Economics and Health Services Research Branch (EHSRB) and CDC core country financial team and CDC counterparts responsible for financial resource traced data on the development of in-country processes to track financial data unique to CDC partners and utilization of online data collection systems for partner submissions;
