MHS RFP: Credentialing and Privileging Program Management Services for the Army/Air National Guards medical personnel

Under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, the National Guard Bureau, Operational Contracting Division, Arlington, VA intends to award a Firm Fixed-Price contract to Soft Power Solutions, LLC of Chantilly, VA to provide comprehensive centralized credentialing and privileging program development, implementation, and support to the Air National Guard (ANG), Office of the Air Surgeon (NGB/SG).

Soft Power Solutions, LLC is currently providing the Credentialing and Privileging services to the Air National Guard and would take at least 3 months to transition these services to the next contractor.  Any lapse of Credentialing and Privileging services will result in the decline of the Air National Guard’s Medical Providers, which affects Individual Medical Readiness rates and the total force posture.  A reduction in the Air National Guard’s total force posture will decrease the Air National Guard’s ability to deploy its forces in support of the US Air Force’s mission requirements.

“Services to support the credentialing and privileging process for Army National Guard (ARNG) and Air National Guard (ANG) medical personnel so that doctors, nurses and physician assistants are permitted to perform their medical duties when in a military status. Credentialing and privileging activities ensure the competency and qualification of providers to perform medical treatment and patient care within the Military Health System (MHS) through evaluation and analysis of provider files…”

“The contractor shall provide comprehensive centralized credentialing and privileging program management and implementation. The contractor shall provide operational program support for credentialing and privileging of privileged and non-privileged Health Care Providers (HCPs), to include; new accessions into the ARNG/ANG, maintenance of current credentialed and privileged HCPs, mobilizations and training requirements for HCPs, program training for users, coordinators, and privileging authorities, technical system support within the system of record Joint Centralized Credentials Quality Assurance System (JCCQAS), and conducting the Credentials and Privileging Certification Board. In total, the ARNG/ANG credential and privilege approximately 5000 Military and Non-Military HCPs, for example: Physicians, Physician Assistants, Nurse Practitioners, Nurses, Dentists, Directors of Psychological Health, Optometrists, and Pharmacists…”

5.1. The contractor shall develop a trackable, real-time dashboard that has the capability of searching and reporting of provider file information such as; provider file board action statuses, credentialing & privileging statuses, or inter-facility credentials transfer briefs (ICTBs) statuses to include search, filter, and reporting capability. The contractor shall provide dashboard and JCCQAS technical support to all ARNG Military and non-military HCPs and program end-users.

5.1.1. The contractor shall provide dashboard helpdesk support to ARNG Health Care Providers (HCP’s), program coordinators (Headquarters, Commands, State, & Units), ARNG program users, C2P2 board Members, and privileging authorities. The contractor shall respond and action all dashboard and helpdesk requests, for technical, access, or process support, within 8 business hours upon requests.

5.1.2. The contractor shall develop and utilize a Commercial-Off-The-Shelf (COTS) product for the dashboard. The dashboard is required to support the specific platforms per ARNG organizational requirements.

5.1.3. The contractor shall track and provide real-time, weekly, and monthly credentialing dashboard and JCCQAS program metrics per the ARNG requirements, including details broken down by HQ, Command, State, and Unit levels. (see 5.1.5 for further details of desired metrics)…
