VA RFI: Debt Management Center (DMC) IT Support

The objective of this acquisition is to acquire commercial IT Software Development Services to include software engineering and development, and developer and architect expertise, as well as application administration and other support needed to perform system development life cycle (SDLC) tasks in the development and support of applications and systems associated with the CARS, CAROLS, and VAMS environments.  The DMC is also faced with the need to build capacity to handle the day to day tasks associated with the management of increasingly complex environments managed by DMC.  DMC also has a need to boost the Information Technology Division (ITD) development capabilities for emerging development tasks not previously identified as well as requirements associated with VA’s new financial system roll-out and other associated VA partner modernization efforts.

The base period of this contract is intended to take on the IT development and support requirements associated with the VAMS modernization activities. The legacy CARS/CAROLS environment is intended to be picked up at the beginning of FY21 under this Task Order.  Additionally, several optional tasks will be included in this Task Order which may be required after the award once those requirements have solidified for execution (examples are CARS modernization and ColdFusion Web development support).

The Contractor shall provide support to the DMC ITD.  Additionally, the Contractor shall provide support of the DMC IT infrastructure, operations, projects, and various initiatives supported by DMC on behalf of VA and Other Government Agencies (OGAs).  The current technical environment to be supported is described in PWS section 3.1.

The Contractor shall provide support services and develop deliverables for all DMC projects including new software projects, maintenance releases, and emergency software releases.  All deliverables shall align with the Veteran-Focused Integration Process (VIP).  The Contractor shall perform resource planning in support of new software projects, maintenance releases, emergency software releases, and operations and maintenance support.  The Contractor shall manage resource levels and coordinate with DMC Project Managers and ITD management, as needed, to understand schedule timelines.

For CARS/CAROLS, the Contractor shall provide technical support to the Austin Information Technology Center (AITC).  The Contractor shall deliver technical specifications that address VA functional requirements for service-request functionality to be added to CARS/CAROLS.  The Contractor shall design, develop, implement, test and deploy service-request functionality.  The Contractor shall provide business-hour sustainment and maintenance for service-request applications and support to night/weekend system operators to troubleshoot CARS/CAROLS batch processing problems as they occur.
