The VA Technology Acquisition Center (TAC) is seeking response to develop its acquisition strategy for Operations Support System (OSS) Software Support Renewal.
The Department of Veterans Affairs (VA) Telecommunications Engineering and Design, (TED) Solution Delivery, WAN-LAN Infrastructure Engineering and Provisioning, provides telecommunications services and support VA wide. TED uses the Operations Support System (OSS), which is a repository of telecommunication circuit and services orders, inventory, and billing functions inventory data for the services provided through General Service Administration’s (GSA’s) Networx Contract. VA requires the procurement of the brand name Network inventory and Optimization Solution (NiOS) product licenses, software, and maintenance, as the OSS is currently supported by an existing NiOS software platform. NiOS is a customized operating platform that provides full life-cycle telecommunications asset management to include ordering, billing, inventory monitoring, and purchase order tracking and e-bonding. NiOS software licenses are required to support OSS with development of the telecommunications program inventories.
The Contractor shall provide the Turning Point Global Solutions, LLC brand name NiOS product licensing, software, software updates and maintenance as listed in Table 1. The NiOS maintenance shall include the core product software enhancements and all new software versions or releases as listed in Turning Point’s NiOS product calendar. The Contractor shall remotely deploy the NiOS software on equipment at VA locations in Falling Waters, WV and Washington, DC; the hardware and software configurations for the equipment at these VA locations is provided in Table 2. The Contractor shall not provide any onsite maintenance.
