The proposed action is to procure services and ancillary Intelligent Insites and Centrak brand name hardware and software to expand and install the RTLS AT system at VISN 19 facilities from Standard Communications.
Installation at seven of eight VISN 19 facilities started under the National RTLS ID/IQ Task Order: VA118A-12- D-0025 VA118A-17-J-0026. RTLS AT implementation was completed at five of eight facilities. Since completion of implementation, facilities’ needs have changed and the RTLS AT system must expand coverage areas to meet requirements. Further, some corrections are required for RTLS AT software configurations. Under the National RTLS ID/IQ VISN 19 Task Order, implementation was halted at two of eight facilities and completion of implementation was descoped from requirements. VA needs to complete implementation to provide facilities with an RTLS AT solution. At one of eight facilities, operations have moved to a new facility and RTLS AT system installation and configuration is required. This system shall be integrated to provide a VISN, enterprise, RTLS AT solution.
All VISN 19 sites require the supplementation or implementation of the RTLS AT System, providing real time location for facilities covered with clinical grade hardware and with Wi-Fi only areas. Based on market research, as described in paragraph 8 of this justification, it was determined that limited competition is available for this procurement. VA requires any source to use both Intelligent Insites and Centrak as subcontractors for this effort. In addition, VA requires the use of ancillary Intelligent Insites and Centrak brand name hardware and software to expand and install the RTLS AT system at VISN 19 facilities. VA technical and contracting personnel conducted market research from May thru July 2019 by issuing a Request for Information (RFI) on Federal Business Opportunities (FBO), communicating with contractors involved with previous RTLS contracts, and researching products comparable to the existing RTLS infrastructure.
Neither Centrak nor Intelligent Insites responded to the RFI. On July 23, 2019 VA contacted both Centrak and Intelligent Insites to ascertain their interest in working as a prime contractor. Both companies responded that they would not do business directly with the Government on this effort.
