“Currently, the VA has inconsistent functional alignment creating complexities in the reconciliation of HR data due the data being manually managed within the HRꞏSmart system. This also prevents the VA from having the right policies and business rules in place to enforce policies in place to maintain organizational structures and HR data.”
“The current organizational and HR data captured, tracked, and maintained within HRꞏSmart is manually extracted, manipulated for data analytics, and reported on manually. This PCR effort will enable the VA to implement an automated VA Manpower capability that will generate automated data extraction, analytics and reporting.”
“The current Contractor, IBM is the developer of the “proprietary” HRIS SSC solution VA is currently utilizing. IBM solely owns and license’s the PeopleSoft based solution and is hosting the solution at its facilities. If another vendor was contracted to support this effort; they would only be successful if IBM gave them proprietary access to the Share Service Center codeline in order to build an interface into the HRꞏSmart platform.”
“The PWS dated May 1, 2019 identifies scope that will be implemented in three (3) separate and distinct phases. This modification provides funding for Phase I (Proof of Concept) and Phase IIA (Pilot Development). Upon completion of Phase I, the VA and IBM will review and mutually agree on updates to the PWS for Phase IIB (Implementation and Full Deployment) to be funded via a future modification. This is further addressed in Project Change Request (PCR) 046, Section 3.”
