VA to award contract for Real-Time Location Services (RTLS) at VISN 19

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), intends to issue a Request for Proposal for Real-Time Location Services (RTLS) at various sites within VISN 19. VA intends to issue a Request for Proposal on an Other Than Full and Open Competition basis in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

This contract action requires the integration of Centrak location engine with Intelligent Insites software. Furthermore, several interfaces have been developed between the Intelligent InSites RTLS solution and the Veterans Integrated System Architecture (VISTA). Within the space that Insites regioned in its software, is a field that allows the VISTA AEMS/MERS Interface to update location and last inventory date in AEMS MERS with the location obtained from the RTLS. Because the configuration and integration of Centrak and Insites requires access to proprietary data, only Centrak and Intelligent Insites are capable of meeting VISN 19’s requirement to continue the installation as subcontractors.

VA requires a single integrator to coordinate efforts with Centrak and Intelligent Insites for the configuration, integration, testing, and training of the RTLS AT system. The Contractor will need to work with Centrak and Intelligent Insites simultaneously as separating the work between multiple contractors would not meet VA’s requirments and cause tremendous delays during the testing process. Centrak and Intelligent Insites’ engineers work very closely during the integration. Centrak hardware’s unique ID number is entered into the Insites database.

The Contractor shall provide and/or acquire the services, hardware, and software required by individual Task Orders to enable VHA to procure solutions and technical expertise across the suite of RFID/RTLS enabling technologies to support the needs at individual VA medical facilities within VISN 19.

The contractor will provide RTLS hardware, software, documentation, and, incidental services to authorized users in VHA. Incidental services include end user acceptance testing, training, warranty and maintenance services, and technical engineering services. Hardware and software delivery and installation, as well as performance of associated acceptance testing, training and warranty and maintenance services, will be required at the VISN 19 sites.

The scope of this contract includes 10 sites within VISN 19, including up to 3 sites that have no current RTLS infrastructure. implementation. Work can include expansion of current sites, completion of implementation already started, and new implementations (See section 1.1).
